THE PEOPLE'S REDISTRICTING ACT OF 2025
SECTION 1. SHORT TITLE.
This Act may be cited as the "People's Redistricting Act of 2025."
SECTION 2. PURPOSE.
The purpose of this Act is to permanently end gerrymandering by establishing a fair, transparent, and
citizen-driven redistricting process that:
1. Removes partisan control over the drawing of electoral districts;
2. Utilizes publicly accountable, nonpartisan artificial intelligence tools to generate multiple legal and
population-balanced districting options; and
3. Places final map adoption directly in the hands of voters through public ballot referendum.
TITLE I – FEDERAL LEGISLATION: U.S. CONGRESSIONAL DISTRICT REDISTRICTING REFORM
SECTION 101. ESTABLISHMENT OF AI-GENERATED REDISTRICTING FRAMEWORK.
(a) Not later than 12 months following each decennial census, the U.S. Election Assistance
Commission (EAC), or another nonpartisan, publicly accountable federal agency designated by
Congress, in partnership with academic and civic institutions, shall develop and publish three to five
proposed congressional district maps for each state.
(b) All proposed maps must:
1. Adhere to the U.S. Constitution and Voting Rights Act;
2. Maintain equal population among districts, with no more than a 1% deviation;
3. Ensure contiguous territory and geographical compactness;
4. Prohibit the use of partisan affiliation, voting history, or incumbent data;
5. Preserve communities of interest and avoid county or municipal splits unless mathematically
necessary.
SECTION 102. VOTER APPROVAL OF MAPS.
(a) All proposed redistricting maps shall be published publicly no later than 60 days prior to the federal
general election immediately following the census.
(b) Each state shall place the map options for their congressional districts on the general election ballot.
(c) The map receiving the highest number of votes shall be certified and enacted as law for that state
for the following decade.
SECTION 103. FUNDING AND SUPPORT.
Congress shall authorize funding to support:
1. AI development and transparency audits;
2. Voter education campaigns explaining map options;
3. Oversight by the EAC or its designated alternative in map generation, compliance, and public
access.
TITLE II – MODEL STATE LEGISLATION: NORTH CAROLINA GENERAL ASSEMBLY
IMPLEMENTATION
SECTION 201. CREATION OF CITIZEN-APPROVED REDISTRICTING PROCESS.
(a) Redistricting for congressional, state senate, and state house districts shall be conducted once per
decennial census cycle through AI-assisted generation and voter referendum.
(b) The North Carolina State Board of Elections, in coordination with the UNC System, shall generate at
least three map proposals in accordance with the same standards in Section 101(b) of this Act.
SECTION 202. PUBLIC MAP BALLOT SELECTION.
(a) Maps shall be presented to voters on the general election ballot following census year.
(b) The map receiving the most votes shall be enacted into law for the entire redistricting cycle.
SECTION 203. STATE CONSTITUTIONAL AMENDMENT PROPOSAL.
A constitutional amendment shall be placed before the people of North Carolina with the following
language:
"No congressional or legislative district in North Carolina shall be drawn or approved except by public
vote following the generation of multiple districting options by a nonpartisan, publicly accountable
process."
SECTION 204. LEGAL ENFORCEMENT AND CITIZEN STANDING.
Any citizen of North Carolina shall have standing to bring a legal challenge against any redistricting
practice that violates this Act. Expedited judicial review shall be granted in state court.
SECTION 3. EFFECTIVE DATE.
This Act shall take effect immediately upon enactment and shall apply to the redistricting cycle following
the 2030 decennial census. States are encouraged to adopt the model legislation in advance of that
cycle through pilot implementation.
SECTION 4. CITIZEN PARTICIPATION STATEMENT.
This Act is submitted for public review and legislative introduction by Keith Davenport, a citizen of North
Carolina and candidate for the U.S. Congress, acting in the interest of fair and constitutional
representation for all Americans.
